The majority of providers of home healthcare either are professionally licensed or have formal education in the health care field. In some cases, family members or other caregivers provide this type of health care as a way to help the person that they care for recover.

Some home healthcare programs may cover some aspects, but most times will only cover the majority of them. A home healthcare service provider that is involved with healthcare programs will have paperwork that needs to be filled out and a doctor's referral required for a specific needs assessment. Most providers will perform a walk-in medical history exam, physical examination, and review of medical records to determine what coverage is needed. Providers may also request additional information from the patient concerning medications, prescriptions, and personal health information in order to make a customized treatment plan.

In regions such as Japan, the prevalence of the geriatric population has increased the requirements for home healthcare. For instance, according to the Japan Times, the prevalence of individuals aged 65 years or over in Japan is around 36.17 million. Medicare, which is an insurance program for senior citizens, requires that certain standards be met in order to be eligible for home healthcare services. While home healthcare is not qualified to treat a patient with a serious condition or medically sound conditions, home healthcare services are often used to help people with physical disabilities achieve a higher quality of life. In order to be eligible for Medicare, a home healthcare provider must fulfill specific criteria regarding his or her daily living skills.
